Attention to returning International students at Durham College:

The DCSA International Student Medical Policy is transitioning to a new insurance provider for the 2025-2026 policy year.

The DCSA International Student Medical Policy is now through Cowan Insurance. For easier claims submission and updates, please register for the Cowan portal with this link here.

If you have paid up front for medical services (doctor visits, emergency hospital expenses, lab tests, x-rays, etc.), you will need to submit a claim for review for reimbursement (receive money back).
If you have receipts for prescription drugs, dental, vision, or paramedical (massage, physio, etc.) expenses please submit these to the DCSA Extended Health & Dental Plan - information on how to submit this type of claim can be found here

IMPORTANT: Intentional misuse of your student benefits including falsifying documents such as receipts and invoices and submission of fraudulent claims will result in immediate termination of benefits, repayment and in most cases, reporting to authorities and legal action.

How to Submit an International Claim
If you have paid up front for medical services (doctor visits, emergency hospital expenses, lab tests, x-rays, etc.), you will need to submit a claim for review for reimbursement (receive money back).

Cowan Portal:
Please click here to submit your claims virtually and upload any supporting receipts, medical notes, prescriptions, etc.
NOTE: If you have a Canadian Bank Account, please upload a copy of your void cheque for faster reimbursement.

* All International Student Medical and Wellness Plan claims must be submitted within one year, otherwise the claim will not be considered valid and will be denied. 
* You are responsible for all fees charged for any supporting documentation.
* Failure to complete and sign this form in its entirety or submit supporting documentation will delay claim processing.

Register on the Cowan Portal to download your health plan card, submit claims, and track the status of your claims. 

How to Register
1. Go to: students.cowangroup.ca
2. Click "Sign Up Now" or "I'm a New User"
3. Enter your email address (personal or school issued email). 
4. Enter your First Name and Last Name (as registered with your school, if you do not have a last name please enter XX).
5. Enter your Date of Birth (DOB) in dd/mm/yyyy format .
6. Enter your 9-digit DC Student Number.
7. Click "Next Step".
8. Check your inbox for an activation email from Cowan Insurance Group. Complete activation within 24 hours


  • Ensure you complete as much of the form as you can to avoid delays in processing. You must include your name, student ID number and contact information.

  • Include the invoice or receipt from your medical appointment with your claim form.

  • Include any medical notes, doctor notes, lab results or prescriptions to support your claim.

  • If mailing your claim, please keep copies of all of your documents.
